  17. <p>Elections in Cambodia will proceed but without the Khmer Rouge
  18. </p>
  19. <p>     Even its staunchest ally could no longer support Cambodia's
  20. most violent guerrilla faction. China's vote last Monday made
  21. unanimous a Security Council resolution to proceed with
  22. national elections in May--even though the Khmer Rouge will
  23. field no candidates. The decision apparently eliminates any
  24. chance for the Maoist group to be included in a coalition
  25. government, though no one can predict what will happen after the
  26. 20,000-strong U.N. peacekeeping force leaves. The Khmer Rouge,
  27. who were responsible for the death of at least a million
  28. Cambodians during their 1975-79 reign of terror, made clear they
  29. will not go quietly. Just two days after the U.N. vote, gunmen
  30. believed to belong to the Khmer Rouge massacred 33 ethnic
  31. Vietnamese in a floating village on Tonle Sap Lake. The attack
  32. and continued harassment of opposition political parties by the
  33. Vietnamese-installed Phnom Penh regime raise serious questions
  34. about the ability of the U.N. to conduct "free and fair"
  35. elections.
